Site ranks now shown on the rules page

In the spirit of showing what users get as they continue using the site, I've made the list of rank badges (the little colored badge under your username on the left of any post) visible in the Rules page.

This shows which ranks are exclusive to certain groups (e.g. moderators) and which progress with your post count. Let's strive for someone to hit 5 Star Member before the year ends!
