The AC:NH devs didn't put Digby in the game (outside of the Roost) because they saw how much people ship him with his sister and they got disgusted.

Actually they got rid of him because there was a bug that made the game show a 6 hours unskippable scene of Isabelle and Digby making out and having baby making sex for some reason
